Proposals are won or lost more frequently on price than any other factor. Consequently the focus of the cost and pricing effort should be on developing an accurate and fully developed cost estimate that not only covers the project expenses but is competitive. Government proposals add one more level of complexity to the cost and pricing effort: compliance with the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) requirements.

Developing a cost (or price) proposal requires a lot of fact finding and supporting data - especially if the proposal requires the submittal of certified (or other than certified) cost or pricing data. The Contract Coach is a Certified Cost Technician by the American Association of Cost Engineers (AACE) International and is both experienced and knowledgable of the accepted procedures for developing and reporting cost or pricing data required by the FAR.

Where the Contract Coach differs from many competitors is in the area of estimate integration. Our proposal approach includes development of an estimating plan that documents how costs will be collected, the role of the Work Breakdown Schedule and Integrated master Schedule in the cost and pricing effort, and the evaluation of risk effects on the estimate.
